Add firmware framework

Andreas Persson requested to merge add-fw-framework into main

Update submodule and add xdaFwFrameworkDaq source and header

Also, remove ICBLM template files from $(TEMPLATES). The templates doesn't need to be installed. icblm.db is generated from the templates at build time.
