Remove nt patching and --no-as-needed flag

Simon Rose requested to merge e3_442_remove_pvDatabase_nt_from_softIocPVA into master

As discussed previously, we no longer want to include nt as dependent library of softIocPVA. We are keeping the .dbd file, however, as well as pvDatabase as it is required for the inclusion of the .dbd file (which references functions from pvDatabase).
