E3-1508: Fix command to add metadata

Simon Rose requested to merge rc3_fix_add_metadata into master

We were inconsistent about caPutJsonLog(Add?)Metadata. I think that adding Add makes it more correct and more consistent than removing it.

Note that https://github.com/epics-modules/caPutLog/pull/20/files probably should be updated as well.
