Implement watchdog and alert records for detector raw value

Adds a new record, "$(P)$(R)#Ch$(ChN)-Watchdog", that monitors the "$(P)$(R)Ch$(ChN)-DetectorRaw.VAL" PV and triggers a watchdog alarm if the value has not been updated within the last 60 seconds.
