ICSHWI-11273: Logic updates to e-pickup

A lot of logic changes were requested by the system owner after using the system in test environments. Full description on the JIRA ticket ICSHWI-11273

Summary of requests for IOC:

1. The bus V1 should be changed to monitor 9.5V
2. Bus V2 monitors 15V
3. Current Consumption measurement to be removed
4. Change conversion factors of V1 and V2 to 11 (this is due to the resistor divider in the hardware)
5. Rename "Test Monitoring" input indicator to "Fiber Test" and change the logic to display "Testing" when PV == 0
6. Add a PV to monitor if the "Interlock = 0" and "Interlock = 1" signals are opposite values, raise alarm if not
7. Change the "Interlock Status" PV value to "OK"/"NOK"
