E3INPUT-51: Common snippet should not load pinned common

Anders Lindh Olsson requested to merge e3input-51-common_loads_common into master

ess-common.iocsh had require common,0.3.0 defined at the top of the snippet for also release candidate 0.4.0, which clearly doesn't work.

This MR should be done after !3 (merged), since that other MR also bumps versions.
