Added comments on top of the files where is written what is needed to be added

In top of the files in form of comments I have written what is needed to be added for next commissioning phase. @emmanueldcosta can do it he has the skills, but @martincarroll and @stephanegabourin please review.

Once everything is done, this merge and this branch can be closed and deleted respectively.

P.S. I have deleted the SIS.template using the same commit/comment. My bad. Anyhow this file is not needed anymore.
