Added files for APT, GRD, IMG, VVF and TSS. Abstracted code to group devices under 1, 2, 4 and 8 signals.

1_signal

LEBT_CH and TSS

2_signal

RF and BPM kept rf_sys.iocsh and bpm_sys.iocsh as two devices has different signal names

4_signal

APT, GRD, IMG, VVF and BLM removed <device_type>_sys.iocsh as the four devices have the same signal names. removed <device_type>_chan.iocsh as the four device call the same .db files.

8_signal

MPSMag, MPSVac, MPSID and FIST.
