Add patch files for bugfixes and feature additions made by ACC-BD's Henrique Silva as made here: https://gitlab.esss.lu.se/beam-diagnostics/bde/3rdparty/ipmicomm/-/commits/bde/master (BD mirror of ipmiComm)

This is a follow-up after reverting these commits to the main ipmiComm mirror (https://github.com/icshwi/ipmiComm), with the purpose of keeping our mirror identical, or at least as close as possible, to SLAC releases.

This branch already contains modifications made in previous MR (pv_names branch).
