Simplify the use of pulse gen output when not in op. mode

Gabriel Fedel requested to merge ICSHWI-12407 into master

Instead of force the I/Q readback to get the output of pulse generator now we use the internal IQ RB. This will be applied only when not in beam operation mode.

Added some small fixes on pulse generator and ILC also.
