Restructure git submodules as follows:

ics-lo-lib: Removed. Files copied to lodistributionApp source directory
ics-xdriver-core: Removed. Use xdma-dkms rpm package
ics-xdriver-lib: Removed. Use xdma e3 module

Also, remove empty directories and files not needed in the e3 module.
