E3-1285: Makefile: remove TPMS and TEMPLATES macros

The templates are used in nBlm.substitutions which is inflated at build time, creating nBlm.db. The template files are not needed at run time and don't need to be installed.

Apparently, the SUBS macro is needed. Without it, nBlm.db is not generated.
