E3-1483: Replace build essioc job

Anders Lindh Olsson requested to merge e3-1483 into master

This MR uses e3-build and a specification, to be able to select also which versions of the EPICS modules which will be used.

Note that require must be built as part of the essioc job, since the earlier build job only performs a cell build, which cannot be reused together with e3-build.
