A regular problem that occurs is that (possibly due to old templates) the wrappers do not load the correct RULES_SITEMODS file. This will add a check to the build stage to ensure that is done correctly.

Tests have been updated.

Note also that the -loc local mode is now an error, not a warning. This was put on "deprecated" notice back in require 3.3.0. As we are intending to switch to 4.0.0, I think that it is safe to drop it now.
