E3-439: Remove legacy code from setE3Env.bash

• Remove all references to: ** EEE ** conda ** EPICS extensions
• Remove long comment sections
• Minor variable name change for consistency

Query on whether EPICS extensions should have been removed? I don't recall ever seeing that being used.

I also plan to review the comments and maybe make some tidyups there.
