E3-521: Remove REQUIRE_CONFIG and DECOUPLE_FLAGS

This removes REQUIRE_CONFIG from e3-require in order to allow us to remove references from existing wrappers. Furthermore, as agreed, we also remove DECOUPLE_FLAGS at the same time.

Note that this has to be merged close to when we release the new environment, as this will break pipelines.
