ICSHWI-17718: Add iocmetadata ARCHIVE_THIS tags

Based on the archive template file, but added a few extra parameters and the State-setting commands. In my experience it is useful to check whether the IOC issue the change of state of some external condition.

I did not include the mbbi record inputs on purpose, since the states are already tracked by the mbbi itself.
