Integrate RF Orchestration into RFLPS SIM

Mateusz Nabywaniec requested to merge ICSHWI-19618_integrate_rf_orchestration into master

Add DB file defining internal commands (AUX, BH, FIL, STDBY, HVON, RFON) forwarded to the direct commands send to the PLC. When RF Orchestration IOC is running and enabled, then the direct setpoints are blocked so user can control the machine only using states provided by RF Orchestration IOC.
