Fixed Debain compilation error,restructure timingmacros, add dummy lock DB

Alfio Rizzo experienced a compilation issue on Debian and proposed a fix. The timing macro must pass the prefix and the PV to the sequence DB for the timing mode interlock configuration. a macro needed to be included to load a dummy lock record for single cavity IOCs this helps keep the snl program compatible for beta cavities in TS2 and SCL.
