CAP-426 Added AD5144A support

  • Added the new AD5144A IC that the arc detector is now using
  • Also fixed scaling; asynFloat64 supports ASLO/AOFF only
  • Pulse width threshold is non-linear so no conversion is done there
  • Added the Test LED current PV without any conversion so far
