Issue reference / description

Decoder logic for PixelId -> EndCap parameters mapping.

The "Slice" refers to the Strip layer slice of an EndCap Sector: image

The location of the code is arbitrary and we should figure out where it needs to live, also considering Matt Jones needs the code for the DetectorId map for Mantid/OFF.
