updated the contributing guide

Matt Clarke requested to merge update_contributing_guide into main

I've updated the contributing guide. It is time to abandon the claim that we follow the LLVM Coding Standards for anything other than the crappy formatting style.

Also, I propose that we slowly migrate away from that crappy style to a more readable Python-like style.
