Delete jobpoolcommand

Josephine Höjding requested to merge ECDC-4130_delete-jobpoolcommand into main

ECDC-4130. For Handler, JobPoolCommand is always true from handleStartCommand and is therefore deleted from this method and following methods. It is also removed from tests that check the value of jobpoolcommand in relevant methods.
