Ymir motion cabs and shutter device

Adding setups for YMIR motion cabinets.

Also adding new EpicsShutter device. For now simply a EpicsMappedMoveable with choices from the writepv instead of readpv. More things might come though in terms of PSS and other errors/warnings.
