Display proposal ID on top toolbar

Josephine Höjding requested to merge ECDC-4144_display-proposal-ID into main

ECDC-4144. The proposal ID is displayed on the top toolbar of the gui. The instrument, experiment and proposal ID use similar or identical functions for initializing, updating and clearing the labels and have thereby been replaced with more general ones.
