Change BrokerAddr from string to waveform

Marco Filho requested to merge ICSHWI-19091-fix-broker-address into master

IOC was being aborted if broker address list was too big. Changed to waveform to avoid this. Tested with adorca and it operated normally when previous versions crashed.

I still need to test with ecdc-people if the kafka streaming still works and if I didn't break anything, but I'm confident it should keep working as usual.

Should maybe perhaps close ICSHWI-19091... perchance.
