APTM&GRID Decouple ilck PV from physical signal

Javier Cereijo Garcia requested to merge javiercereijogarcia/adxda:decoupledilock into main

Added configuration to allow forcing the FBIS out signal to a desired value instead of the interlock signal created by the FPGA FW. The interlock signal is still shown in the PV as before.
