E3-1565: Add EPICS makefile

Simon Rose requested to merge add_makefile into master

This adds EPICS makefiles to build require as a vanilla EPICS module. This is in part modelled on https://github.com/paulscherrerinstitute/require/blob/master/Makefile, but not exactly as the structure of our repository is not the same.
