E3-1748: Allow conda require to work on darwin

I have tested this locally, building EPICS for darwin with conda (see e3/recipes/epics-base-recipe!19 (merged)). Note however that we are currently not uploading any darwin builds on artifactory, so the only way to do all of this at the moment is locally.
