Include Post Mortem PVs

Gabriel Fedel requested to merge ICSHWI-5337-9765 into master

Every time an interlock happen (hard and soft from LPS or from the signal monitoring), the data from the downsampled channels and from the internal channels will be pushed to the Post Mortem PVs.

To make this implementation some changes on how the data is fetched from the downsampled channel was made (not using a different thread anymore)
