Included PVs for new controller parameters used by new firmware output block

Gabriel Fedel requested to merge ICSHWI-2695 into master

This version allow to change the following new parameters:

  • Enable angle offset
  • Angle Offset (the under needed code was already available but there was no PV available yet)

There other code included for features that aren't available correctly on the current firmware, but they might be included in the future. So I kept the code to don't through it away... Please evaluate if it is a good approach.
