Migrate LLRF & cavity low gradient calibration scripts to LLRF IOC

This branch will need the detuning and QL branch (ICSHWI-14673-restored) to be Merged into the master first ( the latest merge was reverted, waiting for MKL library). There is an MR re-opened on it. so ignore anything that's not dealing with gradient templates and c snippets.

The second stage of SRF TS2 Cavity Operation script Migration.

  • Migrate cavity low gradient calibration scripts to LLRF IOC
  • Gradient calibration script TP method added. The next commit will be for the Gradient Calibration LLRF method.
