syntax changes: add keyword "connect", "declare"->"foreign"

Foreign declarations now use "foreign" instead of "declare".
Added keyword "connect" as a synonym for "assign".
Added non-terminals "variable" and "event_flag" to the grammar;
these are documentary aliases for terminal NAME.
