Scanner hotfixes: launcher fix, optional shell command, bigdecimal

This resolves OXAL-604, OXAL-605

  • The scanner application now can optionally allow for a shell command to execute at each scan step
  • The launcher is fixed, so that HDF5 libraries are now found by the scanner application
  • Fix for timestamps that were in bigdecimal format (converted to a double array on every save)
