MPI config alternative

Yngve Levinsen requested to merge dev-mpiconfig into main

The current setup.py does not work for OpenMPI (for me). Suggesting to rather make it optional and by default off. I think setting the CC/CXX environment variables should work for both OpenMPI and MPICH.

Please someone double check that this works also for OSX/MPICH. Instructions updated in README
