Uses the new PV which is linked to an abstracted PLC variable for alarm
notifications.

Uses the DisabledShutterAlarm instead of the Disable record to be able
to control in which states and when the alarm should indicate.

Simplifies the General Alarms to two records, one for NW cabinet and one
for SE cabinet.

Current upload is preliminary, at a later time this will be revised with the new Alarm standard for ICS standard PVs. For now this upload will have to do.
