refactor

• remove run-iocsh #1 (closed)
• use GitLab artifact to svae the pytest result #2
• use one yaml file (ioc-conf.yml) to setup ioc rather than several pyproject.toml
• add cmd_path option to change the execution path of ioc
• add more config inside pyproject.toml
• use IOCNAME to decide using which config
