CE-2892: Create custom inventory for IOC deployments

Simon Rose requested to merge simonrose/ics-ans-ccce:add_inventory_project into master

The idea is to create an inventory that we use in every case, and then to create inventory sources that read from:

  • ce-deploy for IOC inventory
  • netbox for host variables

These are then combined on a per-host basis, allowing us to use this inventory for all of our deployment purposes: both with extra variables as well as with an inventory.

Note that I need the following information from CSI:

  • A valid credential for reading that inventory from torn
