Draft: Customize backend instances for restricted template creation and IOC instance generation

Requirements:

  • test should use production locations since it is a non-functional replica
    • test should not be able to generate instances
  • demo should use the current locations (under ccce/dev/)
  • the production server should use iocs/factory for instances and ccce/ioc-types/* for templates and configs
