ICSHWI-10743: Revert "Combine the two copy-to-production playbooks in one."

Simon Rose requested to merge (removed):icshwi_10743_revert_db_dump_split into master

This reverts commit 21359da4. This is necessary as the idea of using the variable ccce_area does not actually work as it requires a recursive expansion.
