ICSHWI-10964: Add ioclog forwarders to syslog-ng

This update adds support for handling ioclog and iocputlog messages via syslog-ng. It also depends on an update on the syslog-ng role, which now depends on network to be up, so it can resolve both the localhost IP and graylog host.
