ICSHWI-11656: Force a new clone of the project before running the playbook

Simon Rose requested to merge ccce/ans/ics-ans-ccce:icshwi_11656_purge_playbook_before_project into master

We have periodically seen that our deployments have failed due to the playbook being out of sync on AWX. This will force us to always start with a clean playbook.

Note that this will slow down deployments slightly. However, the playbook project is not that large so hopefully it will not be notable.
