This is in conjunction with changes to ics-ans-ccce which created a smart inventory to manage hosts. However, smart inventories do not have groups and so we need to allow deployments to all hosts.

@andersharrisson - If you accept this change (in conjunction with ics-ans-ccce!198 (closed)) please tag this commit v1.6.0 before merging it in, so we are not forced to include the changes to ics-ans-role-ioc just yet.
