Update conserver roles

Simon Rose requested to merge simonrose/ics-ans-ioc:conserver_update into master

This picks up a change to define the conserver port to be 3109 instead of the default of 782, which can (sometimes) conflict with the port used to mount an NFS share, resulting in failed deployments.
