ICS-1293: Restart conserver if configuration changes

In the change to the default port, we modify the configuration. However, the handler to restart the service was never triggered, which left the server listening on the old port.

Note that this appears to be due to two similarly named handlers. The handler reload conserver is triggered upon IOC deployment, but reload conserver service is what is needed in this case.
