added possible installation of phoebus dev builds through devenv-config menu

It was tested with hardcoded paths; settings[phoebus_archive] to corresponding urls on line 340 with a simple if tag == "development":

The phoebus_archive variable is not yet merged or added to the phoebus role but there is an open merge request for that.

Sorry for the hard to read git diff, I believe it's because of my indentation of later half of phoebus_update_menu function
