Role improvements

  • bump default docker version
  • add docker_storage_driver variable (INFRA-655)
  • fix incompatibility between pip and yum (INFRA-654)

I removed docker-compose as we don't use it. I tried making the installation work even if some packages were already installed with pip. I'm not sure I handle all the existing cases.
