Config changes

Juan F. Esteban Müller requested to merge config-changes into master

This commit is to update the elog config file to the current settings on the server. Main changes are:

  • Subject in email notifications
  • Hide recipients in emails.
  • New logbook "On-call"
  • Section and Discipline attributes in Operation logbook removed, replaced by Tags.
