ICSHWI-11797: Updates to prometheus exporter

This MR has 2 important changes:

  • Removes PV exporter. It does not have a proper useful function for now and causes more trouble than it is worth maintaining, so we are removing it for the time being.

  • Changes the IOC exporter working dir to /opt/prometheus, so that the (possible) generated core dumps will be created at the working dir and not the root of the filesystem, so we can properly track them in the future.
