CE-3118: Do not pass realtime flag

Simon Rose requested to merge simonrose/ics-ans-role-ioc:remove_realtime into master

Note that I have left the (dictionary) ioc_default_metadata; this is so that it is properly combined with the IOC json data as well as the IOC deployment data to produce the IOC metadata which is written to disk. We could remove this and have the template just assume a default, but I think that it is a little better to write it to disk.
